As part of our Regulatory Proposal 'Reset' Engagement for 2025-2030, we are holding a series of 'Focussed Conversation' workshops with our stakeholders and customers to engage deeply on priority topics and better understand their current needs and future priorities for electricity.

We commenced our first Focussed Conversation on Tariffs, bringing together several key stakeholders to understand and discuss default network tariff structures, consider the current time of use and demand windows in default network tariff structures, and who and how distribution revenue is recovered from customers.

Workshops 1 to 4 on this topic focus on Consumption Tariffs, while workshops 5 to 8 cover Export Tariffs.

Workshop 1 - Tariff Design and Cost Allocation: Residential

Who did we engage?

The workshop was held on Thursday, 11 August and was attended by 27 stakeholders representing a range of businesses, key industry representatives, governmental organisations and advocates along with SA Power Networks staff members.

What did we engage on?

Participants were asked to consider several questions relating to:

  • Endorsement of Default Network Tariff Structures
  • What proportion of distribution revenue should be recovered from Residential customers versus Business customers
  • What proportion of revenue should be recovered from Fixed charges (daily supply charge) versus Variable charges (usage).

Workshop 2a - Tariff Design and Cost Allocation: Residential

Who did we engage?

The workshop was held on Wednesday, 24 August with a catch-up session organised on 31 August for participants unable to attend. Participants attending included business and key industry representatives, governmental organisations and advocates.

What did we engage on?

Discussions were held on the topics of:

  • Default Options Analysis and Residential Time of Use
  • Retail Offer Analysis and Controlled Load
  • Role of SA Power Networks in Tariff Assignment
  • Cost allocations for residential vs business customers.

Workshop 2b - Tariff Design: Business

Who did we engage?

This workshop was held online on Tuesday, 20 September. While all members of the Tariff Working Group and other key stakeholders were invited to attend, those with a particular interest in Tariff Design as it relates to business were encouraged to attend.

What did we engage on?

Discussions were held on the topics of:

  • Pricing outcomes of <40 MWh p.a. tariff sub class.
  • Pricing considerations of introducing a Solar Sponge window in Small Business tariff class e.g., pricing relativities, customer impacts etc.
  • What an embedded network is and the role of SA Power Networks.

Workshop 3 - Enabling the Energy Transition: Residential & Business

Who did we engage?

The workshop was held on Wednesday, 14 September and was attended by members of the Tariffs Working Group representing a range of businesses, key industry representatives, governmental organisations and advocates along with SA Power Networks staff members.

What did we engage on?

Discussions were held on the topics of:

  • Understanding what energy transition means for SA Power Networks, stakeholders and customers.
  • Merits of an opt-in residential network tariff supporting the electrified energy future.
  • Merits of incentivising flexibility for both residential and business stakeholders and customers
  • Small business Time of Use Demand tariff structure and the implications of EV charging stations
  • Merits of generation tariffs when connecting at the substation and sub-transmission parts of the distribution network.

What did we engage on?

Discussions were held on the topics of:

  • Distribution network bill impacts for an electrified home.
  • Understanding the customer profile for small business Time of Use Demand tariff
  • Other Australian distribution networks approach to EV charging
  • Understanding how flexible tariffs will be complied with for large businesses.
  • Considering the option to develop an opt-in small business Time of Use Tariff with solar sponge pricing signals.

Retailer Tariff Engagement

As part of our consultation process for Reset 2025-30 – Tariffs, we invited all retailers participating in the South Australian market to join us for an online discussion on Wednesday, 30 November. More than 40 representatives from AGL, Alinta Energy, Discover Energy, Energy Australia, Energy Locals, Globird Energy, IO Energy, Momentum, Origin Energy, Red Energy, Shell Energy, Simply Energy, Telstra, YES Energy and Zen Energy joined the meeting.

In the session, we presented the outcomes of our stakeholder consultation so far and sought feedback on our proposed consumption and export tariff structures for the 2025-30 period.

In early December, we also have provided an opportunity for the retailers to meet with us separately to continue the discussion and ask any further questions they may have.
