As part of our Regulatory Proposal 'Reset' Engagement for 2025-2030, we are holding a series of 'Focussed Conversation' workshops with our stakeholders and customers to engage deeply on priority topics and better understand their current needs and future priorities for electricity.

Our Tariffs Focussed Conversations bring together several key stakeholders to understand and discuss default network tariff structures, consider the current time of use and demand windows in default network tariff structures, and how and how distribution revenue is recovered from customers.

Workshops 1 to 4 on this topic focus on Consumption Tariffs, while workshops 5 to 8 cover Export Tariffs.

The Export Tariffs workshops assisted in developing an "Export Tariff Deliberative Guide", which summarised three potential transition pathways and a recommended pathway for the People's Panel to consider.


Workshop 5: Export Tariffs - Setting the Scene

Who did we engage?

The session for this topic as held on Wednesday, 12 October 2022.

This first Export Tariffs Focussed Conversation (Workshop 5 in the Reset - Tariffs engagement stream) was attended by 11 stakeholders including the regulatory, consumer, industry, government and business representatives.

What did we engage on?

This session set the scene to ensure participants have a solid working knowledge of the framework in which the proposed application of Export Tariffs must operate, to ensure they can actively contribute to Workshops 6-8. This Focussed Conversation developed customer and stakeholders' knowledge of the rationale for the AEMC Access and Pricing Rule Change, ensuring they understand what has changed for the 2025-30 period (and beyond), and the role of the Australian Energy Regulator's Export Tariff Guideline.

Workshop 6: Export Tariffs - Development of Export Tariffs

Who did we engage?

The second Export Tariffs Focussed Conversation (Workshop 6 in the Reset - Tariffs engagement stream) was held on Monday, 24 October and was attended by 17 representatives from SA Power Networks' customer representative groups, industry, business, regulatory, government and consumer/community organisations.

What did we engage on?

Following on from the introduction to export tariffs provided in the previous focussed conversation, this session moved into detail, analysis and discussion around the levels of Distributed Energy Resources (DER) currently on the distribution network; what intrinsic hosting capacity is and what it means for basic export levels; generation profile and customer impact of different-sized PV (solar) systems, and the components of small generation customer export tariffs structures and what a tariff could look like.

Workshop 7: Export Tariffs - Small & Large Generation (Refinement of Tariff Structures)

Who did we engage?

The third Export tariffs Focussed Conversation (Workshop 7 in Reset - Tariffs engagement stream) was held on Wednesday 16 November and attended by 14 representatives from SA Power Networks' customer representative groups, industry, business, regulatory, government and consumer/community organisations.

What did we engage on?

This Focussed Conversation followed on from Workshop 6 (Development of Export Tariffs) and continued the discussion on impacts of different-sized PV (solar) systems as well as a credit component of an export tariff for Small Generation (<30kW) customers; and introduced and began a conversation on the components of export tariff structures for Large Generation customers (>30kW) and what a tariff could look like.

Workshop 8: Export Tariffs - Transition

Who did we engage?

The fourth Export Tariffs Focusssed Conversation (Workshop 8 in the Reset - Tariffs engagement stream) was held online on Thursday, 1 December and attended by 14 representatives from SA Power Networks' customer representative groups, industry, business, regulatory, government and consumer/community organisations.

What did we engage on?

This Focussed Conversation introduced the concept of 'transition' to participants, discussed and agreed definitions of customer cohorts and began discussions on the implications of different transition pathways.

Workshop 9: Export Tariffs - Final

Who did we engage?

This fifth Export Tariffs Focussed Conversation (Workshop 9 in the Reset -Tariffs engagement stream) was held on Wednesday, 14 December and was the final engagement for the Reset Tariffs series. Seventeen representatives from SA Power Networks' customer representative groups, industry, business, regulatory, government and community/consumer organisations attended.

What did we engage on?

As the final Focussed Conversation for Reset - Tariffs, this workshop discussed Large Generation Export Tariffs, the concept of Long Run Marginal Cost (LRMC) and the components of the calculation for Export Tariffs, and summarised key outcomes from all of the nine Export Tariffs Focussed Conversations.
